Hi Candidate,
Each and almost every single college and Institution allows Cell Phones to its students in order to communicate with their parents and remain in contact with the Outer World.
Some places such as Examination Hall, Classrooms, Libraries, etc. donot allow Mobile Phones in its premises to avoid disturbance and maintain the Decorum of the class.
