it is always better to write the entrance examination and get through it . all the good institution follows this procedure other doesn't have much value and it is better to avoid it.

There are several collegs in MUmbai who do admissin through offline mode.
However, at the very frst place, it's not recommended for a good student.
I would suggest you to appear in engineering entrance examination and get through the process of counselling, post counselling you will be eligible for a list of colleges.
Do apply in any of them
