Hi,
JEE has not given any provision to candidates to change categories as per their will at every stage. According to the FAQs they have provided it is not allowed.
Once you have declared a certain category in JEE mains it will remain the same for JEE advanced and for the counselling. If you are going from GeN EWS to general it is allowed but not vice versa.
