I would advise you to go for full time UPSC preparation if you are very clear about your ultimate goal of being a civil servant as doing an m.tech will not add any value to this goal.
You can continue with your preparation along with your job if you don't have any financial constraints,if your job is not very hectic & if you can manage to balance both.
Also,please keep in mind that UPSC is very unpredictable & hence,success in the same is not guaranteed. Please don't underestimate the difficulty of this exam & have a very clear & well defined strategy both for your preparation as well as for your career.

M.tech classes are usually 4 hours a day so you can get enough time to prepare for UPSC entrance exam and you can utilize your weekend as well.
