No there is no such type of reservation for any student who have studied abroad for any stream let it be engineering, medical etc. Any student who want to get admission in government colleges must appear for their state or central examination and qualify to attend the counselling process. You have not provided which state CET you have appeared for and what rank he got. So cant answer the last question
