Your question is highly pertinent. Thanks for asking as it would help many students. Any college would ask for a 'recent, complete, and valid' OBC certificate.

The OBC certificate should have all the details including the financial details. Any caste certificate must contain the financial status of the candidate prescribed under ‘creamy’ or ‘non-creamy’ category, else the colleges cannot proceed with the admission pr ocess. The financial denomination is a necessary pre-requisite for admission under OBC category.

For your information, according to the report of TOI dated July 4, 2017, Delhi University had turned back students with incomplete OBC certificates.
