does nativity and nationality certificate are the same?

In short Nationality certificate is a national level certificate and nativity certificate is a state level certificate.
A nativity certificate is a document issued by the state governments, that certifies the applicant's state of origin or whose relatives (that is, parents and/or grandparents) hail from that particular state.
Where as Nationality certificate is the certificate of your Nativity , it is used as a proof , for your residence in a particular country, whereas domicile is state level certificate , valid as a proof for resident in a particular state .

Nativity certificate are also sometimes known as the domicile certificates are the documents which certify that an individual grandparents or parents lived in a particular state and is also called the residence certificates in some States. It is a certificate which is issued by the state government and not by the central government of India.
Nationality certificate inter certificate of proof of citizenship like if you stay in India then you are an Indian citizenship.
