during counselling can general be changed into obc?

NO,you cannot chance your category at the time of counselling.Once you filled the category in form it cannot be chance(only be changed if the correction is allowed)if you have filled the OBC category then you must have your cast certificate to prove it.

If you have filled General category then it cannot be changed.

No, if you have filled the application form as general candidate then you will be treated as general candidate.You cannot provide category certificate to claim OBC reservations at the time of counselling.If you want to claim OBC reservation then you may have to appear for the exam by filling the application form as OBC candidate next year or whenever it is conducted.
