Yes, there is always SC quots in almost all the engineering colleges in india, especially government Colleges. And, when discussed about female quota(i.e.., girls quota) it depends on the concerned university. For example, In UPSEE exam, there is a 5% seperate quota for girls belonging to Uttar Pradesh. And also, Delhi technological university offers 1 seat in each branch for single girl child. Reservation exists in government Colleges is for reserved people such as SC, ST, et.., So, if you below to that category, they you can obviously apply for such reserved seats irrespective of your gender.

Yes there is available seat for sc qouta and female category. All colleges have that quotas which satisfy the category of student in engineering. If you fullfil that category then you admit in that particular college.
