Hello Arsh,
If there is anyone who is liberal, he is Mill.
Although John Locke is father of liberalism, no one before Mill made an attempt to explain the concept of Liberty. In his book "on liberty" he discusses the theory of Liberty.
According to Mill, state should try to maximize liberty rather than utility because liberty is a supreme utility as it gives opportunity for development of individual and society.
He suggested the state to give maximum possible freedom to its people along with reasonable restrictions.
Mill's conception of Liberty is negative as he explains liberty in terms of absence of interference by the state.
