I am here to answer your query. To apply for state quota, the main important document is a Domicile certificate but to get Domicile. Without a Domicile certificate, you will not be able to apply for that state quota. But as per rules to get a Domicile certificate one needs to have a property in that state. But as per my research and reviews of few students that there is possibility o get domicile certificate without property If you stayed in that state continuously for 15 years or if your parents have that state domicile(for few states) or if you completed your 5 years of schooling i.e 8th-12th in that state. But I don't Know these will be applicable for all states or few. So what I suggest you go to the district government head office and ask them about this or take legal advice from any Lawyer.

According to domicile elligibility in Maharashtra:
"Any person from the State of Maharashtra could obtain this certificate, provided that he/she is a resident in the State for the last 15 years."
Now, if you have been staying in Maharashtra for the last 18 years, it is fairly easy to get your domicile certificate from your state government.
A person can avail domicile certificate by furnishing the following documents:
- Certificate of age proof such as birth certificate, school certificate, etc.
- Document portraying the address such as ration card or driving license.
- Proof of residence.
- Self-declaration form.
- Two photographs of Voter ID/College or University ID.
- Duly filled application form.
- Proof of identity.
- Photocopies of all documents duly attested by a government official.
- An affidavit from tehsil or court.
Collect the application form either online or from the local authority i.e. the Sub-Divisional Magistrate’s office, Tehsildar’s office, District Collector office.
Once you receive your domicile certificate, you are elligible for govt. seat in colleges and quota/reservation as applicable.
