For a upgraded student in the allotment procedure....is there a chance of getting upgraded in the final allotment...??

Generally for main councelling processes an upgraded student can even be upgraded in furthur rounds. So, no problem with that.
But you have not mentioned the name of counselling system so ot might be slightly different in your case.
