There is nothing such as reserved seats for telangana or andhra pradesh students. You write the exam and based on your merit score you will get the rank.
Now, definitely the cutoff will be vary from caste to caste and kocal students will be given more preference over the non-local students.
Inorder, to get the local status the candidate should have studied in that particular state consecutively for more than 4 years.

According to the clarification made by Telangana State Council of Higher Education, only 15 % of the seats in TS EAMCET are reserved for non- local quota under which Andhra Pradesh students will be eligible to apply.
Also, there are no centers for TS EAMCET in Telangana due to which Andhra Pradesh students have to go and appear for it in Telangana.
Also due to the current pandemic, Telangana government has extended the last date to fill the application form till July 15, 2020 with late fees. Also. TS EAMCET has been postponed till further notice.
