Yes, you are eligible to apply. The admission to Karnataka PG Medical 2018 will be done on the basis of NEET PG score for All India 50% Quota and 50% State Quota. Please read Karnataka PG Medical Admissions 2018 for complete details. March 14, 2018 is the last date to pay registration fee.

Two important points:

Karnataka does not have anything called Non-Local Convenor Quota seats. Such seats are only available in the colleges of Telangana and Andhra Pradesh. These are basically the seats which are offered in Government colleges or the Government quota seats in Private colleges which are open for candidates from all states. There is no equivalence for these seats in Karnataka.

If you are not a Karnataka origin candidate, you will only be eligible to admissions to a limited proportion of seats in Karnataka’s private colleges. You will not be eligible for any Government college seats or Government quota seats in Private Colleges of Karnataka.
I have explained the above points in in detail below apart from answering other possible doubts you may have had.
About Karnataka admissions
As per the new eligibility rule introduced in Karnataka this year, only Karnataka Origi n candidates will be eligible to apply for seats in Karnataka’s Government Medical Colleges or Government Quota seats in Karnataka’s Private Medical Colleges ie. Only those candidates who have e ither studied in Karnataka for a minimum of 10 years or whose parents have studied/resided in Karnataka for 10 years. ( For more details on this rule, Click Here )
So as a Telangana native and resident, you can only apply to private colleges in Karnataka. There are three types of Private Colleges in Karnataka:

Colleges under Karnataka Professional Colleges Foundation Trust (KPCF)

Colleges under Association of Minority Professional Colleges in Karnataka (AMPCK)
-
Colleges under Karnataka Religious & Linguistic Minority Professional Colleges Association (KRLMPCA)
Now proportion of seats which you can apply for in the above colleges is as below -

42% seats in KPCF colleges are reserved as Private Quota. Non-Karnataka candidates can apply to 50% of these 42% KPCF seats.

55% seats in AMPCK and KRLMPCA colleges are reserved as Private Quota but only 34% of these seats are available for non-minority candidates. Non-Karnataka candidates can apply to only 50% of these 34% seats.
You will not be eligible to apply for any type of Government college seats in Karnataka unless you are a Karnataka origin candidate as has been explained above.
About Telangana Admissions
Admissions to MD/MS seats in colleges of Telangana will begin in April 2018. As a Telangana native, you will be eligible to apply for all types of seats available in Government and Private colleges including local and non-local convenor quota seats.
