If you want to study mbbs, bds etc anywhere be it Canada or any other foreign country then qualifying neet examination has been mandatory dear so you need to qualify neet for study mbbs even in canada

Coming to 2nd part of your question, I would say that you need to clear neet cut off marks for your respective category,
for example if you belong to sc category then with your marks in neet examination you need to clear the neet cut off marks for sc category to be eligible to get into medical colleges be it in India or anywhere abroad.
