Application form for April jee jee mains is open from 8 the February to 7 the of March 2019 .
So you can fill the form easily within few days.
Server busy shows when there are many number of students applying at a time or due to some network issue or may be due to your internet connection.
Sometime due to the browser.
So try again after some time
Change the browser and internet connection.
If same problem occurs again than you should go to a shop near by ( who filled various examination form ).
