dear student,
The completion of degree certificate is normally issued after a couple of weeks by the University. I'm sorry to say there is no such “provisional certificates” issued by any universities. Though local institutes do provide with a “completion of course” certificate which world's like a provisional certificate till you get the original completion of course certificate.
