Good morning dear ma'am or sir....will I be able to get a good governmental college in up with 420 marks sc category having up domicile?

With 420 marks and SC Category you have a fair chances of getting a government college in your state through state quota.
I can't say good or bad but you'll get one. The cut off trends alters every year. This year it is expected to rise since the paper was easier than last few years.
