Government technical colleges are increasing their fee every year and they are inching towards the ranks of low private colleges. There is still a lot of difference between the fee of private colleges and government colleges but it is also true the fees of government colleges have also increased very much. This is primarily because of the fact that no government increases the education and health sector expenditures as they must have increased. This leads to colleges increasing their fees. The big blow in recent years is in the year 2016 when for some colleges fee increased to almost 25%. Same is the trend for other higher studies also like MBA, MBBS, etc.

To answer the next part of your question, state government and national governments both controls fee structures of colleges respectively.
