You cannot change your category from OBC (State) to General EWS during JoSAA counseling if your category is not listed in the central OBC list. Your category will be considered based on the documents provided during the JEE Advanced application process.
Yes, you can change your category from OBC (as filled in JEE Advanced application) to General during JoSAA counselling if your caste is not in the Central OBC list . However, you cannot switch to General-EWS unless you had selected EWS during your JEE application and have a valid EWS certificate.
What You Should Do:

Download and fill the "Declaration for change from OBC-NCL to General" form.

Upload the signed form during JoSAA registration in place of the OBC-NCL certificate.

Your category will be updated to General , and you will be considered under the unreserved category.
Switching to EWS is not allowed unless it was selected earlier in the application.
