As per The National Testing Agency or NTA will release JEE Main Eligibility along with the official notification. As a basic condition, candidates appearing/ have passed class 12 with minimum 75% marks can appear for JEE Main 2019.
And minimum 65% marks for sc/st candidates.
So if you are from general categry then you will not get any government colleges, You may go for private colleges.
