Hello Pranay,
With a rank of 16k you can get the following NIT colleges through home state quota as per previous year cutoff marks. But you will not get core branches such as CSE and E&C :
Since you have rank of 16k you can easily get admission in one of the above colleges. You can also try for NIT in 2nd or 3rd during jee main counselling process. If you have any queries comment below so I can solve the same.

I can wait till 7 round could I get any nit s if I will wait till then
You can E&C in NIT Durgapur but CSE would be tough to get. There are chances of getting CSE branch if you wait till 7th round depending on vacany quota. If you specifically want CSE I suggest you take up E&C and score above 9 GPA in your first semester. With that grade you can change your stream to CSE. I am attaching the link of previous year cutoff ranks of NIT Durgapur. As per the article you can get seat in every branch of NIT except CSE. Through getting a seat is CSE is possible on later rounds.
