Yes, you can appear, but given that your age falls between 16.5 to 19.5 years. The other option I would like to suggest is as you have already invested 3 years, just one more year and complete your engineering. Basis of your engineering degree, you can apply for CDS. This will be more advantageous for you than NDA where your 3 years (spent so far) of engineering would go for a toss. Whereas, if you go for CDS, your 4 years of Engineering degree would be utilsed.

Junaid unfortunately you can't be eligible for the elite NDA entrance exam because you are over age for the NDA exam because as per the eligibility criteria for the NDA the candidate's should be under the age range of 16 - 19.5 years and since you are currently in the Third year so possibly you have crossed that age limit if not then you might can apply in that.
