Yes , you are eligible to give JEE mains 2022 because the eligibility criteria for JEE mains 2022 category students is : Candidates should have passed class 12th or any other equivalent qualifying examination in 2020, 2021, or appearing in 2022.
And referring to your other query , please mention clearly what is " uss samay 75% hata diya tha nta ne " . If you are talking about attendance criteria , then it will still there in 2022 as well.
