Hi,

Frankly, 309 is a less score for any good government college seat. Especially for a general category student where marks have gone up. But still don't lose heart. Wait for counselling to start and see what happens. Hope for the best. Meanwhile you can go through previous year's cut off range to see if there is some chance.

And for fee structure, wait for the counselling and see. Then only we can get accurate information.
