Hello sir While staying in your hostel campus, can I join any coaching or can I use laptop/mobile phone for my online study material?

Yes you definately can study whatever you want and you can provided you have internet connectivity with you or you take that offline before.
If by joining any coaching you mean to study for JEE while in college then you can do that too but you have to manage time accordingly.
