Sure you can apply for JEE Mains 2019. Students who are going to appear in 10+2 board examination next year can apply for JEE Mains 2019. From this year's, you can apply JEE Mains twice. Your best score will be considered.

Yeah you can apply for it. At the time of studying in 12th will be the best time to write the JEE mains because at that time if you are prepared well then your concepts will be through and you can gain more marks in Mains easily.
