You have set too many parameters. So, with this rank i would suggest you to try out for IIIT Bhubneshwar or NITs of your state.
But getting CSE with 35K rank is bit tough i guess. almost all the CSE of good NITs(avg. pkg > 7LPA) ends somewhere around 15-20K at most.
