One is eligible or not for CEE counseling process is decided by the merit list announced by the concerned authorities.
The merit list consist of the rank cutoff for each day of counseling.
So I will advice you to keep an eye on the official website of CEE as the merit list might be announced soon.
To knoe which college will you be eligible for as per your rank, you can try the CEE college predictor
