No you cannot change your department if it is alloted to you and you have taken the admission. But there is an option of branch change after the first year if you are eligible for it. They set up a minimum cutoff above which you can apply for branch change and also branch wise cutoffs for different branches. So study hard and get eligible for branch change so that you can apply for it.
