Hello,

For obtaining character certificate you have to contact to your institution administration department, beacuse they will provide it.

For counselling details please mention the name of college your asking about.

Dear,

Go to your respected school and asked them for the character certificate they will issue you.

And the counseling will be held on November of first week if this year
