hi i got 42 marks in jee and belong to OBC .If i got 90% in 12 class from CBSE is there any chance to get govt. clg

No chances of getting goverment college on the basis of your JEE Score but yes as your boards % are good enough try state level examination. That will give a lot of benefit.
