There is nothing like Home state quota in the same. Also, It is only existent in JEE Main counselling for NITs as Maharashtra has only VNIT.
You will have to apply through MHT CET counselling using JEE Main ranks and the allotment will be based on the home university. Home university is the university under which your class 12 college falls under.
