Dear,

Its upon the government reginoal language like if you are form Telangana state you must need to speak, write and unable to communicate in Telgue language.

So its up to the state language. And can you please tell me in which state are your belonging from?

So I belive in Manipur Hindi language is mostly is used bt excpet Hindi you must know other language like English and some other regional languages also.And its based on the post also in which you are appling for, Contact to some one in which you want to apply and they will mention they requirement of the languages also.Hope you get my point.ALL THE BEST.
