Yes you can apply for josaa counselling.
But your percentile is too low to get any seat in NIT Tiruchirapalli.
You can go for State level college or private colleges.

Hey Salman,
The NIT cutoffs are quite high for the first rounds. With the percentile you have scored you have no chances for NIT Tiuchirapalli and also the other NITs.Apply for other private colleges participating on JEE mains 2019.And if you are planning for NIT, IITs then I would suggest you that you can drop this year and try for next year's JEE Mains.
