To be able to apply for colleges in the U.S you should first attempt GRE or TOEFL exam depending on which exam the university accepts.To study through a scholarship you must excel in your GRE and IELTS in addition to which you must have done your Bachelors in a reputed institution with a lot of experience in conducting research and publishing papers.Your degree's final percentage also plays a role and your extracurricular activities will weigh in too.
These are the general criterion to study through a scholarship in the U.S which will be of a lower cost compared to the general fee structure.
Not all scholarships are the same so research on them to find out the one with most benefits to you.

You need to apply for scholarship if you want to study at a low cost and you'll be able to get a scholarship only when you have a good academis background and some other acheivements can be a bonus for you. Education loans for education abroad have a high interest rate. So, score well, work hard and appear for GRE and IELTS and do well in them too. All the best!
See Gireesh, You need to understand that an M.S in USA/CANADA will cost you around 50-60 lacs for 2 years, you cannot bargain there, you cannot ask them to charge less.
One thing you can do is Study well in your bachelors, Go for good grades and you can apply for scholarship, write GRE and IELTS, score above 325 and above 6.5.
