Hello aspirant,
There is a reduction in fee of the first semester according to your JEE rank and that is only for a single semester and afterwards it depends on your performance in each semester and there is no role of category then if you are meritorious and bring very nice GPA you will get the scholarship otherwise you have to pay the full amount.
For first year the reimbursement in fee for sc category students according to their rank is given as
%reduction in fee. Rank(AIR JEE main)
100% 1-25000
75%. 25001-40000
50%. 40001-60000
Afterwards according to GPA in each semester.

As per the information available yes there is fee waiver in the college which is provided on basis of your all India rank in jee mains and is described as below :
%age of Tuition Fee Waiver AIR range of JEE-Main
100% 1 - 5,000
75% 5,001 - 15,000
50% 15,001 - 25,000
This is for sc / st category .

Bits Mera uses a different fee waiver policy than all the nits and many of the gftis and it is like:
For SC/ST:
If AIR rank in jee main is 1-5000, then 100% tuition fee waiver.
If AIR rank in jee main is 5001-15000, then 75% tuition fee waiver.
If AIR rank in jee main is 15001-25000, then 50% tuition fee waiver
