Dear B.Sureshkumar,
Yes, you might have qualified TS LAWCET 2017 and secured 11699 rank for the BC-D category.
But my friend, the rank is quite low to the cut off rank at which a seat is offered across the law schools in Telangana state and this is the reason you did not get a seat.
However, I would suggest you not to lose hope and hope that you might be enrolled in a programme of your interest.
