You haven't mentioned which institute you want to get admission into. Also, please note that fee exemption is only available in certain cases, like if you belong to SC/ST category and that too in only specific cases. I would suggest you get in touch with the institute you want to apply to, and find out whether they have any scholarship schemes or fee exemption for meritorious candidates.
