you can apply through the CENTAC. most seats are reserved for candidates from the Union Territory, there are a number of seats allotted to applicants from other states, including Tamil Nadu, based on merit. To apply, you need to register on the CENTAC portal, fill out the application form, and submit the required documents and fee.
