I assume you are alluding  about  Dr.S.&S.S.Ghandhy College Of Engineering & Technology (Diploma College ) which is government engineering institute situated in surat, gujrat. diploma pass candidates or candidates who are in final year of diploma studies need to apply for lateral entry admission. in gujrat , The lateral entry admissions (Diploma to Degree admissions) are governed by the Admission Committee for Professional Courses (ACPC), Govt. of Gujarat on merit basis of qualifying examination. so you have to apply on the acpc website in diploma to degree options and fill all the details for admission.
