hello,
for foreign universities , you are free to choose your domain but it is necessary that you must have done research in that field and your work is published in research publishing organizations like IEEE or Springer. There should be a faculty to recommend you stating why you should be selected.
A cover letter for yourself and apply for it. Before that your have to appear exams like GRE or ILETS so that you are allowed to go aboard.
