How could a student of ap10 th class who got 10/10GPA in public exams seek free admission in IIT for their both Intermediate and BTech?

Dear Rakshitha,
In order to take admission in IITs you should have completed your 12th class or you should be appearing.
Make sure you have 75% marks in your boards exams or you should be in top 20 percentile for general category and for SC/ST it is 65% marks.
There is as such no free seat in IITs. There is exemption of tuition fees for SC and ST and there is exemption in the fees for economically backward students.
