It can be possible. And there is not only the 1630 series of roll numbers, but there are also plenty of others too. For instance, if you see, after the roll numbers starting with 1321, no candidate has qualified till the roll number begins from 1331. Similarly, from roll numbers starting from 1582 to the roll number 1640, no candidate has qualified. And this continues in many other roll number series too. So, it can happen that a few roll numbers in series or subsequent roll numbers are not there in the result. Candidates who do not qualify, their roll numbers are missing in the result PDF.
