Hello Gaurav,
If it is mentioned in the rule of the college then yes, it is necessary to have attendance of 70%, otherwise they will not let you sit in the exams. Every college is strict in this rule.

one of my friend said that most of the students don't have enough attendance but still the college allows students to appear for the exam!thing is that i am preparing for some entrance exam which is scheduled to be conducted in December January! and i won't be able to come regularly
