GATE syllabus is different for different streams, such as Computer Science, Chemical, Mechanica etc so You can find the syllabus of Your stream at the official site of GATE 2019 and also you can find Previous years papers there.

For preparation I would say there are a lot of Online resources available best of them in NPTEL, At NPTEL you can find lectures by IIT faculty on almost any Topics. This year IITM is organizing GATE, There are a lot of lectures made by IIM faculty members.
