The exam conducting body of VITEEE doesn't release cutoff marks, but only cutoff ranks. Also, the cutoff rank will vary depending on the course you want to apply. For example, if you are applying to a popular course like computer science, the cutoff rank is likely to be higher than say applying to bio-medical engineering. Another thing is the cutoff isn't static, but keeps changing from year to year depending on factors like number of candidates applying for admission, seats available, etc.
