Whether or not a candidate can get a seat depends upon the rank of the candidate and cut off of the exam which varies every year. Marks are not the most accurate to evaluate that as marks vs rank ratio varies every year. Usually in case of WBJEE through JENPAUH, there are almost 1110 seats in government colleges. So you'll have a chance at a government college if you get a rank below 1110.
