Firstly for SC/ST their is never a question of fees because government is benovelent/generous to them that they provide huge scholorship or concession to all the SC/ST students irrespective of their merit (which is quite poor) or family income status.
Since you have not given the desired IIT, so I'm assuming any IIT EC branch would solve the purpose.
So I believe with quota like SC and girl, you can expect a seat safely by scoring 10 marks above your qualifying marks.
