Special round is conducted after clearing all rounds of counselling, normally 7-8 round of counselling happens each year and then after this special round happens on the basis of remained seat after last round of counselling..For this you have to wait as it happens last.So you should focus on 2-3 rounds for that you have to score 130+ marks out of 300..
